Your pop ethics will naturally diverge away from your home world, and you can just build colony ships at the planets with ethics you like, resulting in the majority of pops being different from your government. Governing ethics attraction gives you influence and influence is very useful for claiming systems, forming diplomatic solutions with other empires and of course, edicts. Having factions in your empire also allows you to embrace those factions which in turn will shift your empires attitude.It won't go away, but it won't have any effect if you don't have the required ethics.
